The building owner had strict requirements for the new office tower:
The building should be flexible enough to adapt to the fast moving changes in the publishing and editing business
Usability by third parties as well as leasing of individual building levels had to be considered
The greatest possible share of natural ventilation of individual offices should be possible - without compromising on sound insulation
According to a ruling in 2004, the office tower could not be higher than the Frauenkirche - any plans approved until then assuming only-air air conditioning were not feasible anymore.
